The Yobe State Government has placed a permanent ban on the transfer and posting of teaching staff from education agencies to non-teaching Ministries, Departments and Agencies, citing the depletion of manpower in schools.
The directive, issued on 22 May 2026 by the Office of the Head of Service, bars the Teaching Service Board, Science and Technical Schools’ Board, and State Universal Basic Education Board from releasing teachers to other MDAs or state-owned tertiary institutions for any reason.
According to the circular signed by Head of Service Abdullahi Musa Shehu, the practicef has “adversely affected manpower availability in schools and undermined The last Government’s commitment towards strengthening the education sector.”
The ban comes as the state government reiterates its emergency declaration on education under Governor Mai Mala Buni.

The government said the measure is necessary to ensure adequate staffing and to actualize its vision of making Yobe one of the leading states in educational development and human capital advancement.
It also warned that no MDA or institution shall request the posting of teachers from the listed agencies, and that any violation would be treated seriously.
The move directly addresses concerns raised in a recent Maidawa Arewa report, which highlighted a lack of adequate teachers and facilities in public schools across Yobe State.
The report pointed to understaffing as a key factor weakening learning outcomes, particularly in rural areas.
By stopping the outward transfer of teaching personnel, the government says it aims to stabilize staffing in schools and sustain ongoing reforms in the sector.
Stakeholders have been directed to ensure strict compliance with the circular, with the Head of Service’s office urging “the widest circulation and full adherence.”
