Gov. Matawalle Signs Anti-banditry Bill Into Law, Declares Death Penalty For Bandits

The Governor of Zamfara state, Bello Matawalle, has signed the anti-banditry and other related offences bill into law.

The law which comes into force with immediate effect, has death penalty for those found guilty of banditry and other related offences in Zamfara.

After signing the bill, Matawalle said the law formed part of measures to tackle banditry, kidnapping and cattle rustling in Zamfara.

The law: Prohibition and Punishment for Banditry, Cattle Rustling, Cultism, Kidnapping and Other Incidental Offences, 2022 was passed by the state legislature on Monday.

Matawalle said the law was part of the government series of effort to address the nagging challenge of banditry and associated crimes in the state.

“Today, we have signed the bill on Prohibition and Punishment for Banditry, Cattle Rustling, Cultism, Kidnapping and Other Incidental Offences, 2022.

” You may recall that I inaugurated four security-related committees, as part of our counter-banditry initiatives.

“Formation of the committees is aimed at ensuring the effective implementation of the security measures being taken to end the over-decade-old banditry and other security-related challenges,” he said.

The governor said he had earlier signed Executive Orders 7, 8,9, and 10, that provided the legal instruments and operational guidelines for the committees.

He qouted that the most fundamental focus of governance anywhere in the world is security.

Matawalle further said that his government would do anything within the law, to secure the state and restore peace in the communities.

“Zamfara State, under my watch, will continue to explore all possible remedies to our plight.

” Those making insinuations about our decision to support the right of community members to self-defence against ruthless attacks by bandits ought to take into consideration the scale of the problem we are facing.

“They should take into account the plight of the innocent people who are maimed, killed, and kidnapped every day in various parts of the state,” he added.

I Will Monitor Your Coming To Office, Zulum Tells Commissioners

The Governor of Borno State, Professor Babagana Umara Zulum, said he will monitor the coming of commissioners and permanent secretaries to their ministerial offices at Musa Usman Secretariat, noting that his administration wants to ensure the maximum functionality of the secretariat.

Zulum spoke shortly after the swearing-in of commissioners and a permanent secretary at the renovated International Conference Hall of the State Secretariat. Chief Judge of Borno State, Justice Kashim Zannah, represented by a High Court Judge, Justice Fadawu Umaru, administered the oaths while Zulum supervised.

The governor said he directed the swearing-in to be held at the secretariat so as to remind public office holders of the importance of the secretariat and the need to make it very functional, Zulum stated that he showed up unannounced and inspected offices at the secretariat and he was disappointed because only few officials were present.

MAIDAWAAREWA reports that since 2019, Governor Zulum has been visiting office annex unannounced at the secretariat, he charged commissioners to set examples for staff by coming to work early.

He also urge the commissioners to ensure all staff of their respective ministries are given functional opportunities rather than concentrating responsibilities to few senior officials like the PermSec and Directors whereas many others are left redundant.

The Governor directed the Secretary to the State Government and the Head of Service to ensure the provision of stable electricity, security and other essential needs that should make offices comfortable for public office holders to work effectively.

The SSG, Usman Jidda Shuwa, in his welcome address highlighted key achievements recorded by the Zulum administration in the last three years, noting that the appointments of commissioners will set a renewed commitment for more projects and programmes in line with the governor’s transformative vision.

We Will Give You Good Results, Says KS Lawan

Borno State’s Attorney General and Commissioner of Justice, Barrister Kaka Shehu Lawan, who spoke on behalf of the sworn-in commissioners and PermSec promise Governor Zulum that they will give him good results.

Barrister Lawan thanked Zulum for finding all of them worthy, he also thanked the SSG, Head of Service, APC leaders and other stakeholders, traditional rulers, elders and members of the state security council for their various roles in making government functional.

Present at the swearing-in ceremony were senator Mohammed Ali Ndume, the Speaker, Borno State House of Assembly, Abdulkarim Lawan, and legislators, the SSG, Usman Jidda Shuwa, Head of Service, Barrister Simon Malgwi, Chief of Staff, Prof. Isa Hussaini Marte, the Shehu of Dikwa, special advisers and assistants, permanent secretaries and directors among other government officials.

CBN Award Yobe Microfinance Bank, Launches Social Group Financing Product

Dr. Sheriff Muhammad Ibrahim, the Managing Director/CEO, Yobe Microfinance Bank Limited, has laud the efforts of Yobe State Government under the leadership of Hon. Mai Mala Buni in alleviating poverty and economic hardships in the state through Yobe Microfinance Bank.

The Managing Director made the statement during the Award Best Farmers’ 2021 by Central Bank of Nigeria (CBN) and Launching of Social Group Financing Insurance Product of Yobe Microfinance Bank Limited at the Banquet Hall Government House Damaturu.

Yobe Microfinance Bank Limited has emerged as the best participating Bank in Agricultural Credit Guarantee Scheme Fund (ACGSF) in Yobe State year 2021 and Three women customers of the bank were also qualified for the Three Best Positions of Farmers’ leading to the Award by Central Bank of Nigeria (CBN).

Dr. Sheriff said the bank targetted about 1,250 beneficiaries from 7500 market women and young men trained by International Organizations adding that the programme is aimed at empowering vulnerable households in the state.

He also revealed that Yobe Microfinance Bank will partner with different organisations that will bring development to the people of Yobe State as another project with Mercy Corps is coming up.

He then appealed with the State Government for the immediate release of the remaining recapitalization funds and renovation of the bank edifice.

Meanwhile, the Executive Governor of Yobe State, Hon. Mai Mala Buni has advised the people of the state to always patronize Agricultural Credit Guarantee Scheme Fund.

Again, he salutes the CBN for considering the effort made by state’s bank in Agricultural Financing and the BRICC Program cordinators for their support and encouraged them to do more for the benefit of the State.

Nigeria Must Win Insurgency War, Says Faruk Yahaya (COAS)

The Chief of Army Staff (COAS), Faruk Yahaya has said the country must win the war on insurgency especially as the next generation elections approaches.

Yahaya, a Lieutenant General, said this on Monday during the 2022 Nigerian Army Education Corps (NAEC) combined first and second quarter conference held at the Nigerian Army Institute of Science and Technology, Ilorin, Kwara State.

The event was themed: Advancing Education Amidst Nigeria Security Challenges: The Place of NAEC.

He called on the soldiers to remain apolitical when deployed for internal security operations during the period.

According to him, the Nigerian Army shall remain resolute in discharging her constitutional roles and provide support in aid to civil authority while carrying out other statutory responsibilities in defence of Nigeria’s territorial integrity.

“The Nigerian Army is determined more than ever to win the fight against insurgency to secure the Nigerian space for the safety of lives and property.

“This is imperative with the forthcoming 2023 General Elections and it, therefore, becomes pertinent to remind personnel of our commitment as soldiers on the need to remain apolitical and patriotic while discharging our duties when deployed on any internal security operations,” the COAS who was represented by Major General Gold Chibuisi from Ibadan stated.

He said the conference provides a platform for the Education Corps to deliberate on the issue concerning it in line with his vision to have a professional Nigerian Army ready to accomplish assigned missions within a joint environment in defence of Nigeria.

In his remarks, the Corps Commander Education NAEC, Major General Mohammed Augie said the effort to reposition NAEC has been aided by the unflinching support and assistance of the COAS.

He said he will not rest on his oars to have a NAEC that is professionally repositioned to discharge its responsibilities in the support of the Nigerian Army.

Chief Justice of Nigeria Tanko Mohammed Resigns, Buhari Swears In Ariwoola As Acting Chief Justice Of Nigera

Justice Tanko Mohammed has resigned from his position as the Chief Justice of Nigeria on in a letter to President Muhammadu Buhari.

President Buhari swore in Mohammed as the acting Chief Justice of Nigeria in January 2019 following the suspension and later sack of former CJN Walter Onnoghen.

The Special Assistant of the Chief Justice on Media, Isah Ahuraka, also confirmed his resignation to Maidawaarewa on Monday.

Mohammed’s resignation comes amid the corruption allegations leveled against him by some Supreme Court judges.

Fourteen Supreme Court judges in a protest memo accused Mohammed of not giving justices their legitimate entitlements.

The justices said their annual foreign training, meant to enhance capacity building for the country’s judicial process, had been blocked by Muhammad.

The main issues put forward by the justices in their letter through a welfare committee were; non-replacement of poor vehicles; accommodation problem; lack of drugs at the Supreme Court clinic; epileptic electricity supply to the Supreme Court; increase in electricity tariff; no increase in the allowances for diesel; lack of internet services to residences and chambers.

In response, Mohammed told the judges that the Supreme Court was cash-strapped and cannot grant their requests.

CJN noted that the Supreme Court, like any other establishment in the country, has been hit by a devastating economic crunch.

As a result, he said the leadership of the court under him could no longer meet some of its obligations to Justices, especially in the area of welfare.

He, however said that the memo sent to him by the aggrieved Justices, notwithstanding, there is no rift between him and Justices of the apex court.

Buhari Swears In Olukayode Ariwoola As Acting Chief Justice of Nigeria

In the same vain, President Muhammadu Buhari has Swears in Justice Olukayode Ariwoola as the Acting Chief Justice of Nigeria.

Been the next most senior judge to Justice Mohammed following Justice Mary Odili retirement on May 12 after attaining the retirement age of 70, Ariwoola was sworn in on Monday at the Council Chambers in Abuja.

Justice Ariwoola was born on the 22nd of August 1958 and is currently the most senior Justice of the Supreme Court.

He was formerly a Justice of the Court of Appeal and was elevated to the Supreme Court bench following his transfer from the State High Court of Oyo State.

Ariwoola started his educational career in his home town Iseyin at the Local Authority Demonstration School, Oluwole, in the Iseyin Local government of Oyo State between 1959 and 1967.

Gov Zulum Commissioned Two Roads At London-ciki, Ngomari Communities In Jere Local Government Area

The Governor of Borno State, Babagana Umara Zulum, has commissioned two roads covering 5.8 kilometers with drainages on Monday at London-ciki and Ngomari communities in Jere Local Government Area within the metropolis according to Maidawaarewa.

The newly constructed roads includes 2.1 km road and drainage in Zannari road, rehabilitated 626 meters Shiekh Abba Aji road both in London-ciki, and 3.1 kilometer Bintu-Sugar road with drainage in Ngomari.

Gov Zulum while speaking at both commissioning sites dedicated the roads to the glory of God and humanity, he urged the benefiting communities to ensure proper use of the project with pledge that his administration will work to fulfil all the campaign promises made.

Maidawaarewa report that Zulum’s administration in the last three years constructed and rehabilitated 35 road projects across the state, Engr. Sadu Abdullahi Auno, Chairman of Borno State Road Maintenance Agency (BORMA), said during the commissioning.

In January 2022, the governor launched the construction of 10 major roads and drainages worth N11.5 billion in addition to roads previously constructed.

Present at the road commissioning by Zulum were members of Borno State House of Assembly’s Committee on Works, the Chief of Staff, Government House, Professor Isa Hussaini Marte, Engineers at the State Ministry of Works and Borno State Road Maintenance Agency, BORMA, led by the agency’s chairman, Engr. Sadu Abdullahi Auno, who conducted the governor round the two roads.

DG-SEMA Hajiya Yabawa kolo Thanks NEDC For Supporting Reseltment Of IDPs In Borno

Director-General Of Borno State Emergency Management Agency (SEMA), lauded North East Development Commission for its support to the rehabilitation and resettlement programme of Borno state government according to Maidawaarewa.

38,000 bags of maize, rice, spaghetti and non food items were donated to the Borno State Government by the North East Development Commission (NEDC), for distribution to repentant Boko Haram insurgents and their families as well as other victims of insurgency undergoing rehabilitation exercises at the designated rehabilitation centers in the state.

The director general of Borno state emergency agency (SEMA), Hajiya Yabawa kolo, said the gesture was inline with the passionate commitment of Gov. Babagana Zulum’s administration to address the plight of the people displaced by the insurgency.

Hajiya Kolo while receiving the items on behalf of Borno State Government, thanked NEDC for the assistance, while assuring that the intervention will go a long way in the resettlement of displaced persons to their ancestral homes.

Maidawaarewa reports that the items presented include 10,000 bags of 25kg rice, 10,000 bags of maize grids, 4,000 cartons of spaghetti, 4,000 gallons of cooking oil, 5,000 blankets and 5,000 plastic mats.

NEDC donates 38,000 bags of maize, rice, others to Borno IDPs

Alhaji Mohammed Akali, the Managing Director/CEO, NEDC, while handing over the relief materials to the Borno State Government, noted that the items were donated as a support to the ongoing resettlement exercise of the Internally Displaced Persons (IDPs) in the state.

He said with the gradual return of peace in the Northeast and efforts of the state government in resettling IDPs displaced by the insurgency, it became necessary for the Commission to assist the Northeast in having a seamless resettlement programme as part of the post insurgency rebuilding process.

Alhaji Alkali added that although federal government has constituted an inter-agency Committee to ensure seamless return of IDPs and repentant insurgents, the Commission deemed it necessary to provide palliatives to those in camps and newly resettled communities.

“We thought it very necessary to assist the state government in providing some palliatives in terms of food and non food items so that those who are around especially those in the camps and those who have moved back to their domain or resettled somewhere should be assisted before the federal government effort should materialise”.

”Alkali disclosed that the Commission procured the food items from a food processing company in the state in an effort to revive ailing industries in the region”.

He Further explained that ” For instance, the 10,000 bags of maize grits is bought directly from Maiduguri Flour Mill, to boost its operational capital and production capacity,” he said.

Kidnapped Catholic Priest, Fr Osia killed

Catholic Priest, Rev. Father Osia, who was abducted by gunmen early hour of today in Edo State has been reportedly killed.

Recently there were reported that the priest was kidnapped in Ikabigbo community of Etsako West Local Government Area of the state on Sunday morning.

Fellow Catholic Priest, Fr Kelvin Ugwu confirmed the killing in a post on his verified Facebook page on Sunday night.

He wrote, “Sad News: The priest of Auchi diocese, Rev Fr Christopher Osia, that was kidnapped this morning the 26th of June 2022 on his way to mass has been killed”.

Details of the incident are sketchy as at the time of filing this report.

Zamfara Gov. directs residents to obtain guns for self-defense

Zamfara State government has directed the State Police Commissioner, Mr. Ayuba Elkanah to issue licenses to residents of the State who are qualified to use guns for self-defense.

This came in reaction to the rising rate of insecurity in the State.

The State government also directed individuals to prepare and obtain guns to defend themselves against the bandits that have occupied almost all parts of the State.

This was contained in a press statement signed and issued to newsmen in Gusau, the State capital by the commissioner for information, Hon. Ibrahim Magaji Dosara.

The statement noted that the government was very much ready to facilitate people, especially farmers in the rural areas to secure basic weapon for self-defense.

“The government has already concluded arrangements to distribute 500 forms to each of the 19 Emirates in the State for those willing to obtain guns for self-defense.

“People should apply from the State commissioner of police licenses to own their guns and other basic weapons for self-defense,” he said.

According to the commissioner, a Secretariat would be established for the collection of intelligence on the activities of informants supplying information to the bandits.

“People are strictly warned and advised to ensure that any information or intelligence about informants must be true and nothing but the truth as all information on the informants must carry correct data on the suspects.

“Such information must include their pictures, correct names, addresses, occupation and witnesses to testify the genuineness of the information given as the government will take punitive measures against anyone found to the bandits’ informants.

“Any person who gives wrong information against anyone would also be made to serve the same punishment with the informant and will be treated as such,” he stated.

Dosara further stated that the government had requested the State House of Assembly to as a matter of urgency pass the informant bill before it into law to enable the State government take its planned drastic measures on informants as contained in the bill.

Speaking further, the commissioner said that the government had ordered for the recruitment of 200 additional Community Protection Guards in each of the 19 Emirates, bringing the number to 500 per Emirate to increase their manpower and strengthen its force and capacity to deal with the bandits.

“To further ensure the efficiency and effectiveness of these measures and as well the proper implementation of the measures, the government has ordered the formation of a special committee that would be receiving intelligence on the activities of the informants,” he said.

The committee would be headed by the Secretary to the State Government (SSG), Alhaji Kabiru Balarebe.

Others members include DIG Mamman Ibrahim Tsafe,
Commissioner Security, Ibrahim Magaji Dosara, the State commissioner for information, Hon. Nasiru Masama, commissioner for youths, among others.

The statement added that no stone will be left unturned in order to eliminate all the terrorists terrorizing the entire State.

Kwankwaso Meets Wike In Rivers Over Running Mate

The Presidential Candidate of the New Nigeria People’s Party (NNPP), Rabiu Kwankwaso has meet with River State Governor Nyesom Wike In Porthacourt.

The two politicians met on the issue of a running mate to Kwankwaso and theirs a rumours that Wike will possibly be picked, but wike has promised never to dump the People’s Democratic Party (PDP) even after loosing the party’s presidential ticket.

Kwankwaso and Wike are known to be good friends, as the Presidential Candidate of the NNPP Rabiu Kwankwaso supported Wike during the party presidential Primary which he lost to Atiku.

Nigerians thought Atiku would pick Governor Wike as running mate, but he nominated Delta State Governor Okowa as his running mate and since from then Wike hasn’t say a word and didn’t congratulates Okowa.

However, some members of Ekiti state house of Representatives who are together with the Former Governor Ayo Fayose have drum their support for Wike.

They said they will continue to support him in everything he does because he deserves it, they also promised not to turn their back on him as he has strongly supported the People Democratic Party (PDP).
